Buyer, Shipper and Carrier:
They want a reimbursement for the Insured damaged Cargo. Even if a Cargo is uninsured and got damaged,
the Buyer can claim, dependent on the outcome of the Survey report, either the Shipper or Carrier.

An Independent Marine Surveyor conducts inspections, surveys or examinations of marine vessels to assess, monitor and report on their condition and the products on them, as well as inspects damages caused to both vessel and cargo.
